no, i assume us troops on the streets of us cities will end with civil war. i remember the plan for a second civil war was around long before the plan you seem to be interpreting and am not completely convicted they are not one and the same.

Further, in a country with parts that are as lawless as they are (parts of big cities), what do you think is going to happen when the military arrests the police that keep a lid on those areas? are they going to start policing like they have in other countries?
