Maybe around 2017 was the time when the NSA (or someone similar) had a sufficiently complex Quantum Computer to break contemporary encryption on anything. So they had all the proof of all the crimes at their fingertips, but no legal framework to press charges because they have no cause to access these. And maybe they just don't want anyone knowing they have that tech.
