I feel the same way, though this is generally considered safe, as the amount of energy required to initiate a blasting cap is fairly high and this would not occur with a typical x-ray scan, it would require abuse of the equipment. In this incident, the problem was not that the x-ray set off the device, it's that they x-rayed them and subsequently determined that they were inert, when they were not inert.
