Newly declassified evidence suggests FBI conspired with Clinton to legitimize Russiagate allegations 1/3 or 4

Americans are about to get another jolt from declassified Russiagate evidence, this time showing the Obama administration had intelligence as far back as summer 2016 that Hillary Clinton approved an operation to manufacture a fake Russia scandal to harm Donald Trump and the FBI would "fully participate in the plan," officials told Just the News.

Senate JudiciaryCommittee Chairman Chuck Grassley, R-Iowa, who has spent years fighting to declassify the intelligence gathered from a foreign enemyand delivered to Obama, is set to release the bombshell information as early as Thursdayin the form of a declassified copy of an appendix to Russia Special Counsel John Durham's final report from 2023.

A source directly familiar with the new evidence but who declined to be named told Just the News that it "shows that FBI officials knew of a Clinton campaign plan to create a fake narrative that Donald Trump was conspiring with Russia to hijack the election" and to distract from the classified email scandal that was hurting her campaign during the 2016 election.

"In fact, there’s evidence that needs to be fully vetted that foreign enemies believed that the FBI would fully participate in the plan," the source said.

CIA Director: Even foreign governments knew "what Clinton was up to"

The source's description closely matches comments that CIA Director John Ratcliffe made over the weekend about the document he helped declassify that showed the foreign enemy's intercepted intelligence on the Clinton campaign. Her campaign asserted that the FBI would legitimize Clinton's false Russia narrative by investigating the allegations included in a Clinton campaign-funded dossier written by ex-British spy Christopher Steele.

"What that intelligence shows […] is that part of this was a Hillary Clinton plan,but part of it was an FBI plan to be an accelerant to that fake Steele Dossier, to those fake Russia collusion claims by pouring oil on the fire, by amplifying the lie and burying the truth of what Hillary Clinton was up to," Ratcliffe toldFox News host Maria Bartiromo on Sunday.

It has been known for years that then-CIA Director John Brennan briefed President Barack Obama in summer 2016 about CIA-obtained intelligence indicating a foreign enemy had intercepted Clinton's Russia hoax plan.

Brennan's own notes of his conversation with Obama and other top officials described the foreign enemy intelligence as having captured "alleged approval by Hillary Clinton on 26 July of aproposal from one of her [campaign] advisors to vilify Donald Trump by stirring up a scandal claiming interference by the Russian security services."

A subsequent CIA referral to since-fired FBI Director James Comey — declassified in 2020 — shows that the CIA believed Clinton's false narrative would suggest Trump and Russian hackers were hampering U.S. elections, and thatClinton's end goal was "distracting the public from her use of a private email server."

Durham’s 2023 report revealed that “the Intelligence Community received the Clinton Plan intelligence in late July 2016” and that then-CIA Director John Brennan soon alerted top Obama administration officials including Obama, Comey, then-Vice President Joe Biden, and others. But Durham found that, rather than seriously investigating this alleged Clinton scheme, the Obama administration's intelligence and law enforcement apparatus pushed forward on the baseless Trump-Russia collusion saga regardless.

The soon-to-be-declassified appendix from Durham is anticipated to reveal that the FBI was expected to embrace the Clinton campaign dirty trick. The appendix is also expected to show internal Clinton campaign communications indicating the plan to carry out the hoax as described in the intercepts, the source said.

According to Durham’s public report, the purported scheme by Clinton was allegedly approved on July 26, 2016 — smack-dab in the middle of the 2016 Democratic convention nominating Clinton for president. The Durham report also noted that the approval of the Clinton Plan occurred the exact same day that Australian diplomat Alexander Downer a Clinton supporter provided the U.S. government a months-old tip about Trump campaign associate George Papadopoulos — with Downer’s tip being cited as the predication to launch Crossfire Hurricane at the end of July 2016.

It appears undeniable at this point that the Clinton campaign engaged in a lengthy and coordinated effort to tie Trump to Russia during the 2016 election, a strategy Clinton campaign communications director Jennifer Palmieri would later detail at length in a post-election opinion piece in The Washington Post.

That editorial never mentioned Clinton’s role in generating the false Steele Dossier and Alfa Bank claims in the first place.

Top Clinton campaign officials have denied the existence of any such scheme,but Durham’s report is replete with emails and texts from Clinton campaign foreign policy advisersechoing the exact same themes tying Trump to Putin.

Obama, Biden, and Comey knew about the "Clinton Plan" intel early on

The special counsel's report also said that “the official who initially received the information [on the Clinton Plan intelligence] immediately recognized its importance, including its relevance to the U.S. presidential election, and acted quickly to make CIA leadership aware of it.” Internal CIA materials show that Brennan “personally received a copy of the [Clinton Plan] intelligence.”

Durham wrote that, when interviewed, "Brennan generally recalled reviewing the materials but stated he did not recall focusing specifically on its assertions regarding the Clinton campaign's purported plan. Brennan recalled instead focusing on Russia's role in hacking the DNC.”

Durham said Brennan's handwritten notes reflect that Brennan briefed Obama, Biden, Comey, and others in the summer of 2016 regarding the "alleged approval by Hillary Clinton on 26 July of a proposal from one of her [campaign] advisors to vilify Donald Trump by stirring up a scandal claiming interference by the Russian security services."This is exactly what the Clinton campaign had planned to do.

Brennan’s lawyer, Kenneth Wainstein, had told Durham in 2022 that “Director Brennan became aware of intelligence that Hillary Clinton had allegedly approved a plan to generate a narrative associating Donald Trump with Russian security services' efforts to interfere with the election. Director Brennan shared this information at a National Security Council meeting,and the CIA shared it with the FBI via a transmittal memo.”

Brennan also stated that he created a "Fusion Cell" inside the CIA to focus on alleged Russian meddlingafter meeting with President Obama and other White House personnel, during which Brennan and the President discussed intelligence relevant to the 2016 presidential election as well as the potential creation of an inter-agency fusion cell.

Durham’s report said the Clinton Plan intelligence may have prompted Brennan’s creation of the fusion cell, saying that “email traffic and witness interviews conducted bythe Office reflect that at least some CIA personnel believed that the Clinton Plan intelligenceled to the decision being made to set up the Fusion Cell.”

Lawmaker: "Attempt to interrupt the peaceful transfer of power"

The Clinton Plan intelligence was not provided to the Justice Department attorneys working on Foreign Intelligence Surveillance Act matters related to Crossfire Hurricane, nor was it disclosed to the FISA court.

Rep. Claudia Tenney, R-N.Y., a member of the House Intelligence Committee, told Just the News on Wednesday night that she first referred members of the intelligence community and FBI for prosecution over Russigate in 2018 as a freshman lawmaker, but that the new evidence has convinced her even more that there was a criminal conspiracy to block the transition of power to Trump in 2017 and then to keep him from winning elections going forward.

"They actually thought, in reality, that Hillary Clinton was going to win (in 2016)," she said. "….So then what do they do?They get hysterical, you know, all of a sudden, Donald Trump wins. Nobody expected that. And then Obama calls them all together and says, We got to figure out a way to use this. And you know, really what it is. Key FBI officials from whom the Clinton Plan intelligence was hidden later told Durham that they were upset by this concealment and that they should have seen it in 2016.Many FBI personnel involved with Crossfire Hurricane had never seen the Clinton Plan intelligence until Durham’s team showed it to them, and “some expressed surprise and dismay upon learning of it,” the report found.

==Now-former FBI General Counsel James Baker, (liar) also told Durham “that he had neither seen nor heard of the Clinton Plan intelligence or the resulting Referral Memo prior to his interview.” Baker said that “had he known of it during the Crossfire Hurricane investigation, he would have viewed in a different and much more skeptical light” both the Steele Dossier and the Alfa Bank claims.

Elements of conspiracy laid out

Bobby Charles, a former federal appeals court clerk, assistant Secretary of State and congressional investigative lawyer, told Just the News thatany suggestion that the FBI was complicit in helping Clinton's campaign spread the false Russia collusion narrative needs to be investigated and, if proven, prosecuted as a fraudulent effortto obstruct an election or stop Trump from succeeding as president in his first term, something perhaps not seen since the pre-Civil War era in American history.

"This transcends public corruption. This was an attempted takedown of the United States government," said Charles, who is running as a Republican for Maine governor in 2026.

"I think we now have indicationsthat this was a genuine conspiracy," he added. "A conspiracy is an inchoate crime,a real and fundamentally prosecutable crime."

"And when you talk about trying to take down a country, and you see a former president, a former Secretary of State, a candidate involved in this,John, there is no historical precedent for this. Pre-Civil War is just about as close as you can get," he added.

In unison, Clinton, campaigners call the allegations "ridiculous"

Clinton herself was asked about the Clinton Plan intelligence, and told Durham’s team in an interview that it was "really sad" but "I get it, you have to go down every rabbit hole." She said that it "looked like Russian disinformation to me; they're very good at it, you know."

Clinton campaign foreign policy adviser Jake Sullivan told Durham’s team that he had not seen the intelligence reporting before and had no reaction to it other than to say, “That’s ridiculous.” Durham saidthat “Sullivan could not recall anyone articulating a strategy or ‘plan’ to distract negative attention away from Clinton by tying Trump to Russia, but could not conclusively rule out the possibility.”

Clinton campaign chairman John Podesta toldDurham that the claims were “ridiculous” and denied the campaign was involved in any such “plan.” Clinton campaign communications director Jennifer Palmieri also called it “ridiculous.”

Brennan, Clapper downplay Steele Dossier's impact in Russiagate investigation in new op-edJuly 30, 2025

Former CIA Director John Brennan and former Director of National Intelligence James Clapper on Wednesdayhit back at the Trump administration over allegations they were involved in a treasonous scheme related to Russiagate.

The Trump administration and Senate Republicans have recently declassified intelligence reports that allegedly reveal a plot by former President Barack Obama and then-Secretary of State Hillary Clinton to falsely link President Donald Trump to Russia to distract from Clinton's own classified email server scandal in 2016.

Director of National Intelligence Tulsi Gabbard earlier this month also stated that her office had “revealed overwhelming evidence that demonstrates how, after President Donald Trump won the 2016 election against HillaryClinton, President Barack Obama and his national security cabinet members manufactured and politicized intelligence to lay the groundwork for what was essentially a years-long coup against President Trump.”

The report released by Gabbard also alleges the December 2016 Intelligence Community Assessment glossed over evidence that Russian President Vladimir Putin may have favored (or at least fully expected) a Hillary Clinton victory nine years ago.

Brennan and Clapper on Wednesday defended their investigation in an opinion piece for the New York Times, andclaimed that the assessment was focused on Russia’s actions, not whether the country colluded with someone in the U.S.

"The assessment made no judgment about the impact of Russian information operations on the outcome of the election," the former intelligence officials wrote. "While some state and local electoral boards and voter information and registration systems were accessed by Russian intelligence,the assessment made clear that none of those types of systems were involved in counting votes.

"Russian influence operations might have shaped the views of Americans before they entered the voting booth, but we found no evidence that the Russians changed any actual votes," they added.

They also pushed back on the use of the now-discredited Steele Dossier in their investigation, stating that the dossier was "not a source or taken into account for any of its analysis or conclusions."

"We have testified under oath, and the reviews of the assessment have confirmed, that the dossier was not used as a source or taken into accountfor any of its analysis or conclusions," the pair said. "At the Federal Bureau of Investigation’s insistence, a short summary of the dossier was added as a separate annex only to the most highly classified version of the document that contained the assessment. That annex also explained why the dossier was not used in the assessment."

The duo additionally defended the validity of the 2016 intelligence assessment, arguing that even the bipartisan Senate Select Committee on Intelligence validated the assessment's findings. The select committee included now Secretary of State Marco Rubio.

"While some external critiques have noted that parts of the Russia investigation could have been handled better, multiple, thorough, yearslong reviews of the assessment have validated its findings and the rigor of its analysis," the pair said.

"The special counsel John Durham, who was appointed during Trump’s first term to investigate how the Russia probe was conducted,similarly found no evidence of an Obama administration conspiracy against Trump," they continued. "But he affirmed the findings of the special counsel Robert Mueller, who conducted a separate investigation into the allegations, which found ample evidence of Russian interference in the election."

The pair concluded by defending their efforts to keep the intelligence review under wraps, declaring that they knew any leaks about Russia's meddling in the election would become "political dynamite."

"Despite claims by Trump administration officials of a nefarious political conspiracy, we did everything we could at the time to prevent leaks of intelligence reports, including Russia’s preference for Mr. Trump, a requirement that President Obama regularly emphasized," they wrote."We knew such reports would be political dynamite. And despite substantial reporting on the matter, we succeeded in preventing such leaks before the election."

White House releases appropriated NIH funds after bipartisan congressional backlash

The White House on Tuesday released some federal funding for the National Institutes of Health (NIH) that had been locked up, after bipartisan backlash from Congress.

A group of 14 Senate Republicans urged the White House to disburse the funds last week, which had already been approved by Congress. White House Office of Management and Budget (OMB) Director Russ Vought previously claimed the NIH needed a “dramatic overhaul” and that his office was going "line by line" to ensure it was properly funded.

The OMB said all NIH funding for biomedical and public health research has now been released, andclaimed the freeze was due to “a programmatic review," per Politico.

However,the new funds do not account for all the NIH money Congress has called on the OMB to release.

Republican senators have warned that delaying funds that were already approved for certain agencies could hurt public trust in the federal government and even American citizens. (Bullshit, citizens are fine with clawing back funds, Congress wastes and get kickbacks from and Americans loved DOGE, so more is better.)

The funding was approved in Congress' stopgap government funding package that was passed and signed by President Donald Trump earlier this year.

Highly classified documents, obtained by the CIA from Dutch intelligence, indicate thatby the summer of 2016, the American government knew enough to stop a fledgling investigation into Russian collusion. Dutch intelligence had infiltrated Russian intelligence groups, including a group known as Cozy Bear who had allegedly hacked the Democratic National Committee beginning in 2015 in a lesser known hack that did not result in the release of documents.

The CIA received numerous reports from the Dutch intelligence serviceincluding a highly classified memorandum produced by the Russiansdetailing a purported conversation from Attorney General Loretta Lynch with a Clinton staffer namedAmanda Renteria.The Russian intelligence document alludes to an email presumptively obtained from the Democratic National Committee in whichDebbie Wasserman Schultz emailed Leonard Bernardo regarding the alleged assurances Lynch had given to Renteria.The memorandum, received by the FBI in early March 2016 suggested theexistence of an agreement by Lynch not to let the investigation into Clinton’s email server progress too far.

In September 2020, then Director of ODNI John Ratcliffe declassified another piece of this puzzle, summarized in threebullet points in a letter sent to Senator Lindsay Graham. The three bullet points are as follows:

• In late July 2016, U.S. intelligence agencies obtained insight into Russian intelligence analysis alleging that U. S. Presidential candidate Hillary Clinton had approved a campaign plan to stir up a scandal against U.S . Presidential candidate Donald Trump by tying him to Putin and the Russians' hacking of the Democratic National Committee. The IC does not know the accuracy of this allegation or the extent to whichthe Russian intelligence analysis may reflect exaggeration or fabrication.

• According to his handwritten notes, former Central Intelligence Agency Director Brennan subsequently briefed President Obama and other senior national security officials on the intelligence, including the "alleged approval by Hillary Clinton on July 26, 2016of a proposal from one of her foreign policy advisors tovilify Donald Trump by stirring up a scandal claiming interference by Russian security services."

•On 07 September 2016, U.S. intelligence officials forwarded an investigative referral to FBI Director James Comey and Deputy Assistant Director of Counterintelligence Peter Strzokregarding "U.S. Presidential candidate Hillary Clinton's approval of a plan concerning U.S. Presidential candidate Donald Trump and Russian hackers hampering U.S. elections as a means of distracting the public from her use of a private mail server."

Sleuth’s sources suggest thatthe Russians had picked up communications between Clinton campaign operatives and public relations personnel containing details of the smear campaign, which Sleuth News has learned included a plan to have the FBI amplify the collusion allegations. The emails described to Sleuth Newsare strikingly similar to an email released by Wikileaks, authored in February 2016 and sent from Jennifer Palmieri, a Clinton campaign official,to Joel Johnson of The Glover Park Group in which a “swift boat” project is mentioned, weeks before the alleged DNC hack.

On August 3, 2016, then CIA DirectorJohn Brennan briefed President Obama, then Vice President Joe Biden, Attorney General Loretta Lynch, FBI Director James Comey and other senior officialson highly classified memorandums authored by Dutch intelligence with details of Clinton’s alleged plans.

The next day, Brennan called Alexander Bortnikov, the head of Russia’s FSB intelligence network. Brennan would tell members of the House Intelligence Committee in 2017 thathe called Bortnikov to warn Russia to stop interfering in America’s elections.

That call apparently led to an immediate shift in Cozy Bear, cutting off the Dutch’s access and compromised friendly assets working for Western Intelligence. The call also had the effect of stopping additional memorandums that would have shed light on Clinton’s plans.

It’s unclear whether the Dutch had any visibility into the alleged DNC hackconducted by “Fancy Bear”, thought to be Russia’s GRU intelligence service. The GRU and SVR operate independently and have often been subject to a rivalry.

Obama administration officials later played down the reportsabout the Renteria memo and Clinton plan intelligence, but Special Counsel Mueller brought a federal indictment based in part on intelligence gained from the same source against Concord Management relating to the Internet Research Agency, ==suggesting the American government selectively chose which intelligence reports were credible for the purposes of crafting a narrative=.

The new report adds context to a lengthy interview John Brennan had with Special Counsel Durhamand suggests a far more complicated picture.

Contemporaneous to briefing President Obama on the Clinton plan intelligence, Brennan formed a “fusion cell” composed of CIA, FBI, and NSA experts that Special Counsel =Durham suggested was formed due to the Clinton plan intelligence==. (FN 405)

The fusion cell included FBI agent Peter Strzok who attended a meeting with CIA officials on August 4th, and later received the CIA’s referral on the Clinton plan. On August 5th Strzok texted Lisa Page that the meeting went well other than “[Liz’s] quote “the White House is running this”.”

Sleuth News has confirmed that CIA official to be Elizabeth Vogt, who worked as part of Brennan’s fusion cell. The Obama administration had just been briefed on Clinton’s plans to manufacture a smear campaign against Donald Trump and the Strzok text messages suggest the administration seized control of investigative efforts.

Post-election, Sleuth News sources allege that President Obama ordered Brennan to oversee the Intelligence Community Assessment and support a Russian interference narrative, and to also exclude any contradictory pieces of information, which would have included materials the CIA had obtained relating to the Clinton plan intelligence.

The highly classified Clinton plan memorandumsthreaten to materially alter the narrative about the DNC hack and raise new questions about the information availableto the FBI and intelligence agencies at the start of Crossfire Hurricane.

The American government had sufficient information to suggest the Steele dossier and other allegations were the product of a smear campaignorchestrated by Hillary Clinton. Despite failing to corroborate the claims, and with full knowledge that Clinton may have been manufacturing them,they still proceeded to launch an investigation into Donald Trump and his associates, consistent with the assertions made in secret Clinton plan intelligence documents.

In the coming days, Sleuth News will return to the DNC hack attribution as information continues to develop on several fronts,suggesting the existence of a criminal conspiracy.

President Donald Trump threatened trade consequences for Canada if it goes ahead with Premier Mark Carney’s plan to recognize a Palestinian state at the United Nations General Assembly in September.

In a post late Wednesday on Truth Social, Trump said: “Wow! Canada has just announced that it is backing statehood for Palestine. That will make it very hard for us to make a Trade Deal with them. Oh’ Canada!!!”

As Breitbart News had reported, Canada announced that it would join France and the United Kingdom in recognizing Palestinian statehood — despite the ongoing war that Palestinian terrorists began; despite the fact that Hamas continues to hold 50 Israeli hostages, 20 of them living; despite the lack of borders for a Palestinian state; and despite the fact that even the “moderate” Palestinian Authority is a dictatorship.

Until Wednesday, Trump had not retaliated against western allies who backed a Palestinian state during the war. With his announcement on Wednesday night, the Trump administration is on more aggressive footing.
