police are the connections, (not all) bought and paid for by cartels, both political, and mexico connections to human trafficking. California and Texas, AZ etc all have bad police forces, lots of small towns, lots of police who need extra money to "look the other way" or bigger money to help get the drugs in, humans distributed?
