During the 2016 election campaign there was a senior Dem push in arguing that real world retaliation would be justifiable for cyber attacks. The context was always Russia.

 

There was very little comment, domestically or internationally, that such statements were reckless in the extreme.

 

The “Russia hacked the election” meme (which in truth began far earlier than most realize) wasn’t merely an insurance policy against loss. In fact, that was likely a secondary (even a last ditch) concern: they didn’t think she’d lose, remember?

 

Rather, it was part of a pretext for eventual military action against R once she won.
