Why is MSPAINT a priority?
Could people pay such programs to PAINT opponents and why/how to insulate against exposure?

Why wasn’t Hulk Hogan prosecuted for throwing the Match?
Put simply, Ozzy ultimately OK’d by using the decoder pen to communicate w/ Hulk. Ozzy also had an alias along with each of his band mates. Therefore indicting Hulk Hogan would lead to indicting Ozzy & his band mates etc which could never happen.
Remember he lied about knowing but that ultimately came out of the closet. Poofsies!
