There's been mentions by Q of how not everyone in Washington is corrupt by their own will; it's a pervasive culture of blackmail that ropes some of the ambitious boy scouts who only want to do right by Americans. I figured the same of Michael Bolton despite him being one of the neocons under the Bushes. He's only proven himself to follow Trump's lead thus far, so it's possible he (and Giuliani) have had whatever strings cut that kept them under the cabal's thumb.
