In particular, (1) can military still hold enemy combatants indefinitely, and (2) is definition of enemy combatant broad enough to encompass Bre*nnan and company? I'd say instead that if X= MA, and Y = whomever pushed the button on the missile, then there might exist some Z such that Z directed both X and Y.
