I've recommended something like that before. A filter count that only staff could see. Still could be gamed by the clowns unfairly but it'd give staff a feel of things.
A filter log that staff could see to see not just a filter count on people but who's doing the filtering might be a better idea. Probably more work than it's worth in coding something like that though.
