For months the Paper Mill in Skohegen Maine had no Non English drivers coming in. Today at least 6 Semis came in with Non speaking drivers. One trailer leaking air so bad the trailer floor was on the tires. Driver drove by the DOT and they just waived him on by. All these drivers showing their phones to dispatch are thru Florida brokers.
