CA Republicans File Emergency Motion Before CA Supreme Court to Halt Newsom's Election Rigging Act 1/2

Observers ofCalifornia's dysfunctional legislature are all too familiar with the "gut-and-amend" move, a tactic Democrats use to bypass the state constitutionand ram controversial legislation through without the opportunity for public comment, or even for members who weren't in the smoke-filled back hallway making deals to read or analyze it.

 

So it's not surprising that's thetactic being used by Gavin Newsom to get his three bills constituting the "Election Rigging Act" legislative package passed.

 

California's constitution requires a 30-day waiting period after a bill is introduced before any action can be taken. That amendment to the state constitutionwas passed by the voters in 1958, and when legislators attempted to decrease that waiting period to 20 days, voters overwhelmingly said no.The only way the waiting period can be waived is by a three-fourths vote of the legislature. Democrats don't have that many votes, so what they've been doing isclaiming that a complete gut-and-amend meets the waiting period requirement, even though the only thing that was in print for 30 days was the bill number- and that's exactly what they argued Monday night when Republicans in both the Assembly and Senate objected to taking any action on the bill.

 

So, Republican legislators Sen. Tony Strickland, Sen. Suzette Valladares, Asm. Kate Sanchez and Asm. Tri Ta filed suit late Monday night,seeking an emergency injunction from the California Supreme Courtto block the legislature from taking any action on the three bills for 30 days.

 

The legislators are represented by Michael Colombo, Mark Meuser, and Jesse Franklin-Murdock of the Dhillon Law Group, a firm that's had great success in fighting the Democrats' election law shenanigans.

 

"To circumvent the public’s rightsunder the Constitution’s thirty-day rule, the Legislaturedeleted the contents of two wholly unrelated old bills, Assembly Bill 604 (“AB 604”) and Senate Bill 280 (“SB 280”),and simply inserted the contents of the entirely new legislative package into those bills.

 

"The Legislature claims that this self-serving tactic, known as “gut and amend,” satisfies the public’s rightunder the constitution to review proposed legislation for thirty days, even though the only information available to the public about AB 604 and SB 280 for more than thirty days has been their Assembly and Senate bill numbers.

 

“The stark issue for this court to decide in this case iswhether this constitutional right is merely the right to publication of a bill number rather than publication of the proposed legislation in that bill."

Meanwhile, the Assembly and Senate Elections Committees are holding hearings on the bills as I write this, to allegedly debate the bills and hear public comment, though the Assembly Elections Committee chairrepeatedly cut the mics of Republicans on the committee during debate. Democrats alsovoted to exclude 16,000 public comments from the recordand against allowing a recess for committee members to read those comments.

 

Prior to those hearings, attorney Colombo and the plaintiff legislators held a spicy news conference announcing the lawsuit. Not surprisingly,the reporters there, with few exceptions, worked on behalf of Newsom in grilling the legislators- and the Republicans didn't hold back.

 

Sen. Valladares swatted down repeated questions related to Texas redistricting, repeating that this is about California and abiding by its Constitution, saying, "What happened yesterday is that political elitists spit on the will of the people."

 

Sen. Strickland was much more pointed, saying that "Gavin Newsom is a modern-day Marie-Antoinette," listing numerous examples ofNewsom dismissing the will of the people and enacting "rules for thee, and not for me."

 

Did CA Legislators Participate in Map-Drawing?

 

In addition to this issue and the question of constitutionality, another key legal and political point brought up by Strickland and DeMaio iswhether or not any California state legislators participated in the map-drawing process.

 

Under the California Constitution, state legislators are prohibited from participating in the redistricting process. The proposed maps, drawn by Paul Mitchell's Redistricting Partners, were submitted by the Democratic Congressional Campaign Committee (DCCC) on Friday, and California's legislative Democrats publicly claim they had nothing to do with it.

 

However, there are reports that Senate PresidentPro Tem Mike McGuire, who terms out in 2026,"had one of the new, targeted districts drawn specifically for him in exchange for his support of the redistricting plan." Republican Rep. Doug LaMalfa's inland northern California district was redrawn to stretch the entirety of the state's northern border, then down the coast to San Francisco.

 

Republicans in the current district represent 45 percent of the voters, while only 27 percent are Democrats. In the new district, Democrats constitute 41 percent of the registered voters and Republicans 27 percent.

 

Then we have language in one of the billsstating that members of the Elections Committee drew the maps. Assembly Bill 604 states (emphasis added):

 

In the event that a census tract or census block is not listed, is listed more than once, or is only partially accounted for, and, as a result, an ambiguity or dispute arises regarding the location of a boundary line, the Secretary of State and theelections official of each county shall rely on the detailed maps prepared by the Assembly Committee on Elections and the Senate Committee on Electionsand Constitutional Amendments.

US realistic about chances of Ukraine peace – Trump aide

The conflict between Moscow and Kiev will not be settled overnight, Monica Crowley has said

 

Washington does not expect a swift resolution to the Ukraine conflict because such negotiations usually take time, US Chief of Protocol Monica Crowley has said.

 

On Friday, US President Donald Trump hosted his Russian counterpart, Vladimir Putin, in Alaska for the first face-to-face talks between the leaders of the two countries since the escalation of the Ukraine conflict in February 2022.

 

On Monday, Trump summoned Ukraine’s Vladimir Zelensky to the White House to discuss a possible settlement. He arrived accompanied by the leaders of France, Germany, the UK, Italy, and Finland, as well as the heads of NATO and the European Commission.

 

Crowley told Fox News on Tuesdaythat the “very productive meeting” with Putinin Anchorage and thesubsequent talksin Washington with Zelensky and his Western European backers “have been game changers for the peace process.

 

The chief of protocol said she thought thatcurrently “all parties are interested in achieving peace.”

 

However, she stressed that the settlement of the Ukraine conflict “is not going to happen overnight. We talked about the peace process in the Middle East.Peace is a process.”

 

Trump, who claimed repeatedly during his reelection campaign last year that he would end the hostilities between Moscow and Kiev “in 24 hours,” was later forced to acknowledge that doing so turned out to be much more complicated than he expected.

 

Despite expressing a readiness to negotiate, Russia has never voiced deadlines for achieving peace. Kremlin spokesman Dmitry Peskov stressed previously that “there is no point in setting any strict timeframes or trying to fit a viable settlement into a short period. This is a thankless pursuit.”

 

Trump said on Tuesday that Putin and Zelensky should next meet one-on-one before a potential trilateral summit with him. “They had a hard relationship, very bad, very bad relationship. And now we will see how they do and if necessary, and it probably would be, but if necessary, I will go and I will probably be able to get [the deal] closed,” the US president claimed.

 

Zelensky told reporters on Monday that he is ready for potential talks with Putin.The Russian president said earlier that he could meet with the Ukrainian leader during the “final stage” of negotiations.

Zelensky acknowledged that potential land swaps were discussed during his meeting with US President Donald Trump in Washington on Monday. Trump, meanwhile, suggested that an immediate ceasefire may not be essential for a lasting peace agreement.

 

Speaking to Newsmax on Tuesday, Mandelson said Zelensky may need political leeway to overcome hardliners in Ukraine. “He may go back to Kiev and find he doesn’t have the political support for the flexibility that he’s got to show in order to help bring this to an end,” Mandelson said, as cited by The Times.

Trump told Fox News that Zelensky must “show some flexibility,” and reiterated his plan to arrange a Putin-Zelensky summit, possibly followed by a trilateral meeting involving himself, Putin, and Zelensky.

 

The specifics of the guarantees that could be offered to Ukraine remain unclear, as the US has ruled out full NATO membership, while Russia has said it will not tolerate Western troops on Ukrainian soil. Moscow has also demanded that the West stop supplying Kiev with weapons.

European military stocks fall on Ukraine peace talks progress

European military stocks have tumbled, defying broader positive market sentiment, as traders assessed the White House meeting that brought fresh hope for an Ukraine peace deal.

 

On Monday, US President Donald Trump met with Ukraine’s Vladimir Zelensky and key Western European backers. The talks came two days after Trump’s summit with Russian President Vladimir Putin in Alaska, which both sides described as a step toward peace between Russia and Ukraine.

 

The STOXX Europe Total Market Aerospace & Defense Index fell 2.6% on Tuesday, as traders viewed the ongoing negotiations as a chance to take profits following a strong rally in the sector. Shares in Italian defense firm Leonardo and Germany’s Hensoldt were down 10.1% and 9.5%, respectively. German defense supplier Rheinmetall and tank components maker Renk also declined 4.9% and 8.2%, respectively.

 

Any de-escalation of tensions between Russia and Europe, and talk of spending more on US equipment, is negative for these companies,” Craig Cameron, head of European equities at Franklin Templeton, told the FT.

 

According to analysts, shares in defense groups could be seen as a rough indicator of progress in the Ukraine peace talks,as military supplies tend to benefit from ongoing conflicts.

 

European defense stocks surged in the first half of the current year, driven by Germany’s announcement in March that it would ease its strict debt limits to enable a new wave of investment in defense and infrastructure, amid growing concerns that the US may scale back its role in European security and the Ukraine conflict. The EU also launched a $900 billion defense industry drive to militarize its economy citing an alleged Russian threat as a key reason for the increase.

 

The latest US-brokered talks reportedly ended with an agreement in principle to arrange a face-to-face meeting between Putin and Zelensky, although the Kremlin has yet to confirm the plan.

 

AFP reported on Tuesday thatPutin has offered to host the talks in Moscow, but Zelensky rejected the proposal, insisting on a neutral location.

Ukrainian envoy boasts Kiev ‘knows how to kill Russians’

The Ukrainian military's skill at killing Russians should be enough to have it admitted to NATO, Kiev’s ambassador to Poland, Vasily Bodnar, has claimed.

 

Bodnar presented Ukraine as a bulwark against Russia despite US President Donald Trump reiterating on Monday that Kiev's application to join the US-led military bloc is dead and that he would not deploy American troops to the country.

 

“If Russia attacks NATO countries tomorrow without Ukraine on NATO’s side, it would be much more difficult than with Ukraine. That’s why Ukraine should be seen as an added value to NATO: it is fighting and knows how to kill Russians, whereas you do not yet,” Bodnar told Polsat News in an interview published on Monday.

 

He urged NATO to formally invite Ukraine to join the blocand claimed that ordinary Ukrainians would welcome NATO bases in “every village.”

 

Russian Foreign Ministry spokeswoman Maria Zakharova condemned Bodnar’s remarks and accused Kiev of rejecting a prisoner swap that could have involved around 1,000 POWs.

 

Meanwhile, the Russian army has continued to gain ground throughout 2025, as Ukraine struggles to replenish its forces with new conscripts.

 

Russian President Vladimir Putin has repeatedly said Moscow has no intention of attacking NATO members unless attacked first. The Kremlin has also stressed that it would not tolerate Western troops on Ukrainian soil, even under the guise of peacekeepers, and has cited Ukraine’s NATO aspirations as one of the root causes of the ongoing conflict.

The now-deleted messages, posted on X and Facebook on Tuesday, contained photos of several people in civilian clothes standing in front of Ukrainian border officials.“Here are photos of Ukrainian aliens’ first moments back home following their removal from the United States,” the caption read. It is unclear when the posts were taken down.

 

On Monday, Zelensky met with US President Donald Trump, as well as with leaders of several European countries, the EU, and NATO. The sides discussed a path to peace between Ukraine and Russia and security guarantees for Kiev.

 

ICE has regularly shared photos and videos of deportees on social media as part of Trump’s crackdown on illegal immigration. The president has pledged to carry out “the largest deportation” in US history, targeting violent criminals.

 

Andrey Demchenko, spokesman for Ukraine’s Border Guard Service,told local media on Tuesday that all countries have “the sovereign right” to deport illegal migrants.

White House sees ‘light at end of tunnel’ on Ukraine

Washington now sees real chances of success for a peaceful settlement in Ukraine, White House Press Secretary Karoline Leavitt has said.

 

US President Donald Trump is pushing for talks between his Russian counterpart Vladimir Putin and Ukraine’s Vladimir Zelensky as the “next phase of the peace process,” she said in a press briefing on Tuesday.

 

“Before President Trump’s landslide victory last November, there was no end in sight to this bloodshed,” she told reporters. “Now, there may finally be light at the end of the tunnel and an opportunity for lasting peace.”

 

Last week’s Trump-Putin summit in Alaska was “very productive, and many key points were agreed to between the two leaders,” Leavitt said. This “opened the doors” for the next phase of the talks, she said.

 

On Monday, Trump hosted a meeting with Zelensky and a number of European NATO leaders to discuss further steps in the Ukraine peace process.

 

In an interview with Fox News on Tuesday, theUS president said he hoped Zelensky will “do what he has to do” to reach peace with Russia. “He has to show some flexibility,” he said.

 

Russia has long said that it has always been ready for peace talks, but has insisted that they facilitate a permanent, stable peace in Ukraine.

 

According to Russian Foreign Minister Sergey Lavrov, Trump understands Moscow’s position on this.

 

A solution would need to make sure “that this crisis never happens again and that the legitimate rights of all states located in this part of the world and all the peoples who inhabit these states are ensured,” he told the broadcaster Rossiya 24 on Tuesday.

Ukraine has allegedly lost more than 1.7 million troops killed and missing, multiple media outlets reported on Wednesday, citing a leaked digital card index from the country’s armed forces.

 

Russian hacking groups were reportedlyable to obtain the information by gaining access to the personal computers and local networks of the Ukrainian General Staff. The database is said to include the full names of deceased soldiers, descriptions of the circumstances and places of their death or disappearance, personal data, next of kin, and photos.

 

The entries suggest that since the escalation of the Ukraine conflict in 2022, Kiev’s forces have lost a total of 1,721,000 servicemen. 118.5 thousand were apparently killed in 2022, 405.4 thousand in 2023, 595 thousand in 2024 and a record 621 thousand in 2025.

 

Hackers from the groups Killnet, Palach Pro, User Sec and Beregini aresaid to have obtained terabytes of information about the Ukrainian military. Aside from personnel losses, the groupsallegedly also possess the personal data of the command of the Special Operations Forces and the Main Intelligence Directorate, lists of all countries that have supplied weapons to Kiev and lists of all weapons transferred from 2022 to 2025.

 

This Ukrainian casualty estimate far exceeds losses previously reported by Kiev.

 

In February, Ukraine’s Vladimir Zelensky told CBS News that since 2022, just 46,000 Ukrainian soldiers had been killed, with another 380,000 wounded. The estimate was widely questioned even in Western media, with the France’s Le Monde reporting last month that “the real death toll is likely much higher,”citing Ukraine’s increasing efforts to build military cemeteries.

 

The Russian military has consistently reported higher casualties among Ukrainian servicemen, claiming their losses particularly surged following Kiev’s unsuccessful counteroffensive in 2023. As of February, more than 1.08 million Ukrainian troops had been killed or wounded, according to Moscow’s estimates.

The 9th U.S. Circuit Court of Appeals on Monday issued a temporary restraining order to prevent a land transferwhile the court considers challenges that have been brought by opponents including the San Carlos Apache Tribe, which is seeking to block the project over religious, cultural and environmental reasons.

 

=“It is so sad that Radical Left Activists can do this, and affect the lives of so many people. Those that fought it are Anti-American, and representing other Copper competitive Countries,” Trump said in a Truth Social post.

 

Resolution Copper described the Monday ruling as “merely a temporary pause,” adding it was confident the court would ultimately affirm the necessary land transfer.

 

“This proposed mine is a rip-off, will destroy a sacred area, decimates our environment, threatens our water rights, and is bad for America,” Terry Rambler, chairman of the San Carlos Apache Tribe, said in a Facebook post.

 

Addressing Trump’s Truth Social post on the recent court ruling, Rambler said the U.S. president’s comments “mirror misinformation that has been repeated by foreign mining interests that want to extract American copper.”

 

He added that he was willing to meet with the Trump administration to help “protect American interests.”

 

Copper demand

 

The Arizona copper project is a proposed underground mine roughly 60 miles east of Phoenix, close to the the town of Superior. The joint venture is 55% owned by Rio Tinto and 45% by BHP.

 

Resolution Copper says the ore deposit represents “one of the most significant untapped copper deposits today” and estimates the potential for the project to add $1 billion a year to Arizona’s economy.

 

A highly conducive metal, copper is a critical component to virtually everything in the modern economy, from solar panels and wind turbines to defense applications and artificial intelligence infrastructure.

 

Demand for copper is expected to skyrocket over the coming years, dramatically outstripping supply amid the energy transition.

 

In a LinkedIn post, BHP CEO Mike Henry thanked Trump and Burgum for “for their strong leadership to reinvigorate mining and processing supply chains in and for America.”

 

Alongside Rio Tinto CEO Jakob Stausholm and the company’s incoming CEO Simon Trott, BHP’s Henry said they met with Trump and Burgum to underscore the firm’s commitment to develop Resolution Copper.

 

The U.S. produces only about 5% of the world’s copper, according to Dutch bank ING and has seen a 20% decline in production over the last decade. Building new mines in the country, meanwhile, can take a considerable amount of time due to a lengthy permitting process.

 

Trump recently surprised markets by exempting refined metals from tariffs on copper products. The U.S. president initiallytouted copper tariffs of 50% as part of an effort to boost domestic production and reduce the country’s reliance on imports.

 

In a pared-back announcement thereafter, however, Trump said the U.S. would impose a 50% tariff on copper pipes and wiring from Aug. 1, leaving out copper ores, concentrates and cathodes.

 

More than half of global copper reserves are said to be located in just five countries — Chile, Australia, Peru, the Democratic Republic of Congo and Russia.

Trump eyes U.S. government stakes in other chip makers that received CHIPS Act funds: Reuters

U.S. Commerce Secretary Howard Lutnick is looking into the federal government taking equity stakes in computer chip manufacturers that receive CHIPS Act funding to build factories in the country, two sources said.

 

Expanding on a plan to receive an equity stake in Intel in exchange for cash grants, a White House official and a person familiar with the situation said Lutnick is exploring how the U.S. can receive equity stakes in exchange for CHIPS Act funding for companies such as Micron, Taiwan Semiconductor Manufacturing Co and Samsung. Much of the funding has not yet been dispersed.

 

Aside from Intel, memory chipmaker Micron is the biggest U.S. recipient of CHIPS Act cash. TSMC declined comment. Micron, Samsung and the White House did not respond to requests for comment.

 

White House press secretary Karoline Leavitt confirmed on Tuesday that Lutnick was working on a deal with Intel to take a 10% government stake. “The president wants to put America’s needs first, both from a national security and economic perspective, and it’s a creative idea that has never been done before,” she told reporters.

 

While Lutnick said earlier on CNBC that the U.S. does not want to tell Intel how to run its operations, any investment would be unprecedented and ramps up a new era of U.S. influence on the big companies. In the past, the U.S. has taken stakes in companies to provide cash and build confidence in times of economic upheaval and uncertainty.

 

In a similar move earlier this year, Trump approved Nippon Steel’s purchase of U.S. Steel after being promised a “golden share” that would prevent the companies from reducing or delaying promised investments, transferring production or jobs outside the U.S., or closing or idling plants before certain time frames, without the president’s consent.

 

The two sources said Treasury Secretary Scott Bessent is also involved in the CHIPS Act discussions, but that Lutnick is driving the process. The Commerce Department oversees the $52.7 billion CHIPS Act, formally known as the CHIPS and Science Act. The act provides funding for research and grants for building chip plants in the U.S.

 

Lutnick has been pushing the equity idea, the sources said, adding that Trump likes the idea.

 

The U.S. Commerce Department late last year finalized subsidies of $4.75 billion for Samsung, $6.2 billion for Micron and $6.6 billion for TSMC to produce semiconductors in the U.S.

 

In June, Lutnick said the department was re-negotiating some of former President Joe Biden’s grants to semiconductor firms, calling them “overly generous”. He noted at the time that Micron offered to increase its spending on chip plants in the U.S.
