Port of Montreal Expansion Project Moves Forward as Permit Application Submitted

The Montreal Port Authority says it has submitted its permit application to Ottawa to begin in-water project works to expand the Port of Montreal in Contrecœur.
Fisheries and Oceans Canada has recognized the authority’s application as complete, which marks “a decisive step forward in the project’s progress,” the Montreal Port Authority (MPA) said in a Sept. 4 statement. As per the regulatory timeframe, the MPA said it expects to receive an official response from federal authorities in the coming weeks.
“We’re moving forward with the project fully transparent and in line with the highest environmental standards,” MPA President and CEO Julie Gascon said in a Sept. 4 statement.
The Impact Assessment Agency of Canada began an environmental assessment process for the Port of Montreal Contrecœur expansion project in 2016. In 2021, then-Environment Minister Jonathan Wilkinson issued a decision statement and announced that the project could proceed, after he concluded that the project was “not likely to cause significant adverse environmental effects when mitigation measures are taken into account.”
Wilkinson set out 330 legally binding conditions that the MPA is required to comply with throughout the project, including measures to protect human health, fish and fish habitat, migratory birds, wetlands, First Nations use of land and resources, natural and cultural heritage, and species at risk. The MPA was then allowed to proceed with obtaining additional authorizations and permits from federal departments.
In 2024, the MPA launched its process of obtaining the required permit applications for the in-water works. Continue…

Prime Minister Mark Carney has announced that his parliamentary secretary, Liberal MP Kody Blois, will travel to China from Sept. 6 to 9 as part of a trade delegation led by Saskatchewan’s premier to discuss China’s canola tariffs.
The Prime Minister’s Office (PMO) made the announcement on Sept. 4, saying Blois will “engage constructively” with Chinese officials in discussing trade irritants and will “demonstrate” Ottawa’s commitment to supporting Canadian farmers affected by Beijing’s tariffs.
The delegation will be led by Saskatchewan Premier Scott Moe, who has called China’s tariffs on canola “punitive,” and has urged the federal government to engage with Beijing to have them removed. Canola is one of Saskatchewan’s main exports.
“Canada’s new government will work with provinces, territories, farmers, and businesses to build one Canadian economy and secure reliable trading partnerships for the trade of high-quality Canadian goods,” reads the PMO’s press release.
“We are taking action to protect hard-working canola producers, workers, and exporters, defend their fair access to global markets, and protect Canadian jobs.”
China last month imposed 75.8 percent temporary tariffs on Canadian canola. The tariffs came weeks after Ottawa said it would apply additional 25 percent tariffs on steel imports from all non-U.S. countries containing steel melted and poured in China, citing protection of Canada’s domestic industry. Police have laid several charges including attempted murder against a 12-year-old boy in connection with a shooting last month in Markham, Ont., that left a man injured.
York Regional Police (YRP) say the boy was out on bail at the time of his arrest.
Officers responded to a call on the afternoon of Aug. 14 of a man suffering from a gunshot wound outside his home in Markham, a city 30 kilometres northeast of downtown Toronto.
Security footage from the area shows the suspect arriving at the scene in a grey Honda SUV, police said in an Aug. 15 press release. The suspect was described as a male with a slim build, wearing dark clothing and white gloves.
The victim was seated in an SUV in his driveway when a gunman approached and fired at him through the vehicle’s door, police said. The victim managed to flee by reversing out of his driveway, resulting in a collision with the suspect’s vehicle, which was driven by at least one other accomplice. The victim then contacted police.
Police have not provided details on a potential motive, but investigators have said they believe the shooting was targeted. Continue…

One of the primary money laundering methods used by Chinese criminal groups is the so-called Vancouver Model.
Last week, the U.S. Treasury Department issued an advisory that described Chinese money launderers as “vital” to cartel fentanyl trafficking, saying that from 2020 to 2024 US$312 billion was found to be linked to such activities.
Although the advisory makes no specific mention of Canada, RCMP and Canadian Armed Forces intelligence veteran Scott McGregor says it’s clear that Canada’s lax laws and enforcement when it comes to such issues make it a “permissive financial junction” enabling the transnational illegal activities.
“Chinese underground bankers provide the circulatory system and our weak anti-money laundering posture supplies the oxygen,” McGregor said in an interview.
“The Chinese and the cartels all conduct operations together, also by themselves and with other entities,” he said, adding that Iranian groups also play a role in the fentanyl trafficking network.
He describes Canada as the “centre of gravity” for transnational organized crime in North America, where major criminal networks, including Chinese regime-backed money laundering groups, concentrate their operations by exploiting loopholes in the country’s legal and judicial systems. Continue…

A prominent American conservative has called off a closed-door meeting with Prime Minister Mark Carney’s cabinet that was scheduled for Sept. 4. Neither party has publicly provided a reason for the cancellation.
U.S. political strategist Kevin Roberts was set to brief Carney’s cabinet in a closed door meeting to offer insight on the Trump administration’s agenda and core principles but the Prime Minister’s Office announced to media on Sept. 4 that Roberts was cancelling his Canada trip.
Finance Minister François-Philippe Champagne said Roberts was invited to speak with cabinet because it’s important for Canada’s government to hear a variety of voices. Roberts is the president of the Heritage Foundation, a conservative political think tank.
“When you have sessions you want to hear a different perspective,” Champagne said Sept. 4 prior to the cabinet meeting in the Greater Toronto Area, adding, “I think that you gain from having different perspective[s].”
He said discussions would continue during the two-day Liberal government summit without Roberts, and would concentrate on the budget, economy, and housing.
The PMO said it plans to stay in touch with Roberts and “other leading U.S. policy figures” going forward. The cabinet is still set to meet with former Australian Prime Minister Kevin Rudd who now serves as Australia’s ambassador to the United States, to discuss current geopolitical realities and the rise of China. Two Dead, Several Injured in Mass Stabbing on Manitoba First Nation

Two people are dead, including a suspect, after a mass stabbing in a First Nations community north of Winnipeg.
Officers from several Manitoba RCMP detachments were called out to the Hollow Water First Nation on the morning of Sept. 4. The community is located about 200 kilometres northeast of Winnipeg.
Six people were taken to hospital by ambulance while two others were transported by STARS air ambulance, according to a spokesperson with the provincial health authority, Shared Health.
A code orange alert was declared at Winnipeg’s Health Sciences Centre. Code orange is issued for a sudden influx of patients. The alert was called off a few hours later.
“Our officers are gathering information to determine what exactly occurred this morning and we will be providing a more detailed update early this afternoon,” RCMP said in a news release.
Police said that residents of the First Nation can “expect a heavy police presence” in the area for the day. Continue…
