The flag is just a symbol and the symbol matters but its just an object that is being destroyed as a sign of protest and of frustration with out becoming violent. Its a symbolic gesture by disenfranchised people like many anons are and have been. The incite violence part is interesting but you have to prove the line of connection this is why Trump order is weak. This is very similar to the idea of Brandenburg V. Ohio, in which there were standards to describe inciting violence.
