There used to be a Department of War that was created within the State Department circa WWI and WWII. It included some of the beginnings of the CIA, signal intelligence, and other covert operations. After the war, it was separated to create the DoD but elements remained in both the DoS and USIA (also known as USIS). It’s interesting history- especially going through the old records schedules on archives.gov.
