the only reason i went so far back is because of the crumb that referred to the plan being in the works for a long time (3 years from memory) , and 24 Feb 2013 is less than 3 years (2y, 3m, 23d to be exact) before Trump officially announced he was running for President (16 June 2016) , and 3y ,8m, 15d before election day.
