The best solution would be to distribute local tools (commandline, gui, or localhost:7117) and a database (like sqlite or indexed sphinx data) so that research could be local. Text only, of course (but maybe with links to the attachments). I've been thinking about such a tool myself, or the data set + minimal tools to serve as a guide for building more tools.
