Bank of International Settlements was mentioned in the Watergate-is-Pedogate doc posted a few days ago. This bank manages the liquidity and risks associated with flow of funds between central banks. I do not think it's the keystone (though I could be wrong).
I think the keystone might instead be the "Keystone International Economic Organizations." It is the "keystone" IMF and World Bank, for example, that allegedly collaborate with the US intelligence agencies to corrupt developing governments and tie their populations to unsustainable monetary and fiscal policies.
My point isn't that BIS is /good/ but rather that we should consider digging on the IMF and WorldBank connections, too.
