I said that they did this a long time ago, and many districts create schools then years later close them only to build new ones as a tactic to justify it all. I got suspicious when I developed educational software that not one person in all of NY and CT, which is about 8k schools were interested in. Superintendents earning $400 to 800k a year is ridiculous, it was bribe money. When I did an IT show, they all came to sit in a private conference run by mafia construction companies and didn't even walk 8 feet to look at the technology side.
