Facing governmenmt bankupcy Puerto Rico's Governor Alejandro Garcia Padilla was adviced by Jack Lew to create a humanitarian crisis to force Congress to send funds and we got us the Zika scare. He allowed infected people comming from Brazil to move freely amomg the population until Zika was declared endemic.
I bet there are more cases using the humanitarian scheme all over the states.
