This was settled almost 100 years ago, they do not have a leg to stand on. The POTUS role as the "sole organ" of U.S. foreign relations (see: United States v. Curtiss-Wright Export Corp., 1936). This holds that Congress cannot infringe on this inherent authority. Tariffs are foreign contracts and only the US President has the authority to make or break them, not the courts.
