Personally, I suspect that one reason that Russia liquidated nearly its entire reserve of US Securities was to take advantage of a program to destabilize the rial. Now that it's $1=100,000 rial, Russia can quietly buy up Iranian assets on the black market while Iran faces extreme restrictions.
