BANK OF INTERNATIONAL SETTEMENTS (BIS)

 

US has TWO members on the BIS Board; one in Washington and one seat in NY. These seats are occupied by the Board of Governors of the Federal Reserve.

 

The seven members of the Board of Governors of the Federal Reserve System are nominated by the President and confirmed by the Senate. A full term is fourteen years.

 

Board of Governors

    1. Current President- John C. Williams. Williams holds the NY seat on the BIS. Williams was named President and CEO of the New York Fed. on June 18, 2018. I cannot find any sauce that says this man was confirmed by the Senate to hold a BIS seat. There is a notation stating that …regional Fed appointments are made outside the political process'.

If that is true, then how can he have a seat on the BIS?

 

-Jerome Powell nominated by #44, took office on May 25, 2012.

Powell holds the Washington seat on the BIS. His title is Chairman of the Federal Reserve. He was confirmed Jan 23, 2018 by the Senate. He had held this position under #44; had he not been confirmed?

 

-Lael Brainard took office as a member of the Board of Governors of the Federal Reserve System on June 16, 2014. This was an appointment. No sauce on confirmation.

Brainard holds the remaining 6 chairs on the board under Powell.

 

Summary:

There are 7 seats on the Board of Governors of the Federal Reserve. All 7 seats are held by two people; Powell and Brainard, both #44 nominees.

It does not appear POTUS has been able to get any of the remaining (4?/5?) seats confirmed thru the Senate. Only 2(?) seats that are occupied have been confirmed by the Senate but were appointments by the Fed itself, although they hold seats on the BIS.

 

-Randal K. Quarles was confirmed as Vice Chairman on Oct. 18, 2017. (Trump nomination). Quarles became the first person to officially hold the position for quite sometime. He replaced Daniel K. Tarullo who was the Fed's point man on regulation but was never confirmed as vice chairman.

Tarullo was nominated by #44 in January 2009 and resigned April, 2017. As the Chairman of Federal Financial Institutions Examination Council, he administered the oath of office to Janet Yellen, Fed. Chairman on 1/3/14. Does it seem proper that an underling would swear in his boss?

 

Quarles DOES NOT appear on the 2/18 updated list of holding any seat at the Federal Reserve on their website. The FED has not assigned Quarles to any Committee.

 

PAST

Stanley Fischer was sworn in as Vice Chairman of the Board of Governors on June 16, 2014. He resigned on October 13, 2017.

 

This is an extremely convoluted dig! Spent hours trying to unravel the mess that it seems to be and the above is all I was able to come up with. Definitely some fukeration here. Dig moar.

(did #44 get anyone confirmed or just wave his magic wand? And how does a guy who's not confirmed administer the oath to his boss, Yellen?)
