Origin: The quote comes from the 1979 film Apocalypse Now.

In the movie: During the Vietnam War, the crazed Lieutenant Colonel Bill Kilgore (played by Robert Duvall) orders a napalm airstrike on a Viet Cong village simply because it has good surfing waves. When a subordinate questions the decision, Kilgore explains, "Charlie don't surf!" implying that the enemy (the Viet Cong, or "Charlie") is not sophisticated enough to appreciate surfing.
