The 'spin gun' idea requires the bullet make a 90 degree turn, then impact through Charlie's neck… Since that didn't happen, it was obviously a high powered rifle. By high powered, I don't mean black and scary looking… I mean a munition with a tapered shell to increase velocity of the projectile. You can see the shockwave coming/going of the high velocity round and easily speculate it was fired from a distance. As such, the shooters rifle, if properly sighted would have fired the round slightly upward, even if they were level w/Charlie thus giving the distinct downward angle at impact. It's not rocket science, it's basic ballistics. It's a tragedy, the spin gun, is an interesting little device but isn't applicable or at play here.
Charlie is dead, the ring is a frame rate anomaly. The ring came off his finger and the images captured make it look like it jumps finger to finger but in the end it falls to the ground because that's what happened. I find the ring thing neat but it's just a slow camera. What we need to see, and I'm sure there someone has it, is the highspeed images they likely captured. Similar to Trump, this was a setup and someone would have been filming the 'kill shot'.

At this point, it seems likely the shot was made from inside the building (to guarantee a clean shot/no distractions interruptions) and everyone else is just a distraction to cause confusion and allow everyone to get away clean(ish).
