Charlie, seen earlier throwing hats, isn't wearing any breastplate. He was shot in the neck, it isn't a ricochet, you can see it enter/exit in a straight line. The 'mark' on his shirt from all the stills is the blood after he was shot. Why everyone is trying to over complicate his shooting and turn it into something it isn't, boggles the mind.
