no way was he wearing steel or ceramic plates

it would have printed hugely in the white t shirt.

he had to be wearing soft armor.

 

that type of armor typically absorbs the shot without letting it go thru.

i doubt there is any armor that will prevent a high powered rifle bullet such as a 30-06. especially not ones thin enough to not print.

most armor is designed for slow moving pistol rounds.

thick ceramic plates (1"thick or so) worn in a plate carrier can be effective for rifle but they are very thick and designed to be worn outside the clothing.
