There may indeed be issues with the FBI scenario, however, scopes and sights are affixed to the barrel or receiver, not the stock. Reinserting a barrel/receiver/scope assembly into a stock in the field is not complicated. This is not an ideal use of the weapon for precision shooting, but it is not difficult and does not require re-sighting or 'indexing' the weapon.

People often misuse the term 'Mauser'. A Carcano Model 38 bolt-action rifle of Italian manufacture might be called a 'Mauser' because it employed Paul Mauser's patented magazine-fed bolt-action. In WW1 and before the USA paid a patent fee to use the Mauser action in the 1903 Springfield rifle.

It seems to me that at public events Mr. Kirk would have needed people watching the audience as well as coordinating who would be given an opportunity to ask a question. The gestures or signals by his security personnel may reflect local event coordination as opposed to something sinister.
