The Mayor has authority over town/city institutions lowering the flag, he has that authority, not POTUS. Potus has no authority to order cities/towns to lower the flag.
The mayor has authority whether or not to lower the flags on city property, the president is not a king, he can not order a city mayor to lower the flag, and in fact he didn't.
The mayor has the authority over the city flag poles, but that doesn't mean he's "playing king" just like POTUS isn't playing king by ordering FEDERAL institutions to lower them, which he has authority over.
Who do you think a mayor is subject to that order, when they're not, just like a citizen is not?
