Did Alleged Assassin’s Mother Play A Role in Accessing University Rooftop?

Days ago, Charlie Kirk, founder and CEO of the conservative youth activist organization Turning Point USA, was the victim of a brutal political assassination at Utah Valley University (UVU) in Orem, Utah. The shocking murder triggered an all-hands-on deck investigation to locate the assassin and determine whether there was more than one shooter and determine a motive for the senseless murder. AbleChild believes there are serious questions that need to be asked of the shooter’s parents.
Multiple law enforcement agencies pooled resources and manpower, including the many forensic services of the Federal Bureau of Investigation (FBI). Thirty-three hours after the deadly shot was fired, 22-year-old Tyler Robinson was turned over to police by his father, after having confessed to the murder to the family’s minister, While initial charges were filed at the state level, it is reported that Robinson will face three new federal charges and is scheduled to be arraigned in Utah on Tuesday.
To say that law enforcement, including the FBI, have released very little detailed information about the alleged assassin would be an understatement. Already there are serious questions about the investigation, including questions about the alleged rifle used in the assassination and how the assailant accessed university campus buildings. Frankly, what little information that has been provided to the public doesn’t make sense. But there are other issues that have yet to be addressed, some that are much closer to Robinson’s home.
Just a few months ago, corruption in behavioral health was thrust into the national spotlight for a historic federal crackdown on Medicaid fraud, underscoring deep vulnerabilities in the state’s oversight of behavioral health contractors – the people who are contracted to handle the State’s mental health obligations.
In June of this year, the FBI and federal partners led the largest health care fraud takedown in U.S. history, charging 324 defendants nationwide for schemes involving nearly $15 billion in fraudulent Medicaid and Medicare claims.
Highlighting the State’s oversight vulnerabilities in Medicaid and behavioral health services shines a light on the shooter’s mother, Amber Robinson and whether her connection to the State’s behavioral health contractors may have played a role in the assassin’s access to the university’s campus.
In Utah, behavioral health vendors with Medicaid contracts were under intense scrutiny as part of this crackdown. The accused assassin’s mother, Amber Robinson, is employed as a support coordinator for Intermountain Support Coordination Services—a behavioral health vendor holding a significant state contract exceeding $750,000 to coordinate care for children with mental health and developmental disabilities through Medicaid waiver programs. These waiver programs allow for the design of flexible home and community-based services. Greg Magnesen, a partner in the company, described its role to AbleChild as facilitating access to services, not providing direct treatment. In other words, this company is the middleman between doctors and end services.
It is of interest that the alleged shooter, Robinson, was never enrolled as a student at UVU. This fact fuels puzzling questions about how he accessed the campus, particularly the rooftop from which he fired the fatal shot with great familiarity.
Support coordinators such as Amber Robinson have formally authorized access to university campuses to facilitate accommodations for students with disabilities. Accessibility Services at UVU manages this access under federal mandates including the Americans with Disabilities Act (ADA) and Section 504. Coordinators arrange for special classroom settings, testing accommodations, and occasionally access to restricted areas.
Though access policies aim to tightly control privacy and security, there are concerns that Robinson’s role or knowledge may have allowed her son unauthorized access to sensitive campus areas. Whether this was with Amber’s knowledge remains a vital question.
