This leaves 3 possible options for the FBI

1. They are incompetent about following terrorist groups.

2. They knew but did nothing, again, making them incompetent.

3. They pre-empted the attack with their own fake killing then used the trannies to shed light on the terrorists and those that are bankrolling them.

Regardless of the scenario, the FBI looks worse than the Keystone cops.
