Bullets don't bounce off of chest plates like that.
Chest plates are made with multiple layers to capture the bullet.
A chest plate wouldn't be very effective if the bullets could ricochet off and hit bystanders or the user.
That class of body armor wouldn't have stopped a .308/.30-06 from 200 yards away anyways.
