The junior minister making a statement for Keir Starmer in the parliamentary debate concerning Peter Mandelson is Stephen Doughty.
He is the junior Foreign Office minister who was scheduled to speak on behalf of the Prime Minister later in the debate.

Stephen John Doughty, born on 15 April 1980 in Cardiff, Wales, is a Welsh Labour Co-op politician who has served as Member of Parliament (MP) for Cardiff South and Penarth since 15 November 2012.
He was first elected in a by-election following the resignation of Alun Michael, who had been a long-time family friend of Doughty's father.
Doughty was selected as the Labour candidate after being included in the final shortlist, which also included Kate Groucutt, Karen Wilkie, Nick Thomas-Symonds, and Jeremy Miles.
Doughty studied at Lester B. Pearson United World College of the Pacific in Canada, Corpus Christi College, University of Oxford, where he earned an upper second-class degree in Philosophy, Politics and Economics, and the University of St Andrews.
He has been a Cub and Scout leader since 2004 and is a Cardiff City season ticket holder.
He is a Christian and came out as gay in his late 20s.
His career includes roles as a special adviser to the Secretary of State for International Development during the previous Labour government, work with humanitarian and international development NGOs such as Oxfam GB, Oxfam International, and Oxfam Cymru, and service with the OSCE Parliamentary Assembly and members of the then National Assembly for Wales.
He also served as an Army Reservist and completed the Armed Forces Parliamentary Scheme, attending the Royal College of Defence Studies from 2017 to 2018.
In Parliament, Doughty has held various roles, including Shadow Minister for Trade and Industry, Shadow Foreign Office Minister for Africa, South Asia and International Organisations, and Shadow Minister for Africa and International Development.
He chaired the All-Party Parliamentary Group for HIV and Aids and was a member of the British-Irish Parliamentary Assembly.
He resigned from the shadow frontbench in January 2016, citing disagreements with the Labour leadership team over the sacking of Pat McFadden.
Doughty endorsed Keir Starmer in the 2020 Labour Party leadership election and was subsequently appointed Shadow Minister for Foreign Affairs and International Development in 2020, and Shadow Minister for Europe, North America and the Overseas Territories in 2021.
He was re-elected as MP for Cardiff South and Penarth in the 2024 general election with a vote share of 44.5% and a majority of 11,767.
Following Labour's victory in the 2024 general election, Doughty was appointed Minister of State for Europe, North America and Overseas Territories in the Foreign, Commonwealth and Development Office on 8 July 2024.
In this role, he is responsible for the USA and Canada, Europe including Gibraltar and Central Asia, Overseas Territories and Polar regions, as well as defence, national security, cyber threats, and sanctions and illicit finance.
He has publicly criticised the Georgian government over its crackdown on free speech and LGBT rights, raising concerns about the Law on Family Values with the Georgian Foreign Minister.
Doughty is active on social media, with accounts on X (formerly Twitter), Facebook, and Instagram, where he identifies as the Labour/Co-op MP for Cardiff South and Penarth and Minister of State for Europe, North America and UK Overseas Territories.
He is also a director of a company based in Cardiff, appointed on 23 May 2018.
