No, what it means is the FBI does not have the documents in hand, irrefutable evidence, due to the hack judges holding back the other Epstein case files, Grand Jury records, etc.
To say anything other than "absolute fact", that the FBI doesn't have that evidence, would be considered rhetoric, assumption, or just making shit up.
This has to be done "By the Book".

That's the problem with how information spreads, people, latch onto the "there's no list", when in fact the hearing I watched the other day, Patel said, paraphrasing, "information in the FBI's Hands". Which, for those following, know there's more information sealed, that is not available to the FBI, that the Judges will not un-seal.
What gets spread is "They're lying, or covering up, or Trump's on the list", etc. because they didn't listen, and think about what Patel said fully.
