I seem to remember that there is a system of simulated weapons systems and targets set up in TX that many military aircraft use to calibrate onboard systems. Some years back, when Q was still posting, planefags were reporting lots of Navy submarine hunters flying missions over TX. Since that time many sub hunters have been spotted doing laps around land based locations. No sauce but I recall that digs here years ago.
As an aside, that green color looks a lot like the corrosion preventative coating commonly seen on aircraft during the construction process.
