There are three possibilities:
The FBI is a bunch of complete idiots.
The FBI knows who did what but had to go along with the coverup/patsy story to get to the real perpetrators or use it as leverage against the offending nation state.

#3 Would be the best ending- an American story that has a happy ending. Sadly, I believe it won’t be the ending we hoped for.
