The person you are arguing w/is an idiot. The state can't boss around the federal agents. The exception, and it doesn't apply here would be if the feds were violating a persons constitutional rights, the Sheriff (in most states) does have authority over them. As for the respondents analogy, the people they are going after have already been arrested, adjudicated, and orders for removal. I'm irritated by the gaslighting that they are just targeting people willy nilly. If I'm executing a warrant you can't speak English, that's 'probably cause' since you can't become a citizen w/out demonstrating basic mastery of the language and you are found in the vicinity of person who are known, wanted, and ready for removal.
