Honest question re: Kirk bullet.

What if the rounds were old? It is my understanding that rounds can become unusable over time. So what if they were old and maybe moisture had gotten into them. Not enough to make them useless but enough to lower the energy imparted so the bullet struck with less than full energy? Could that account for less than the expected wound damage?
