It is exactly analogous to the entitlement mentality that illegal immigrants have (and there are a LOT of them in CA) and the CA state government is dominated by leftists unfortunately. So just as such people expect those with more money ought to pay for their gimmes, the state government wants to suck the wealthier parts of the country dry.

I feel so bad for friends in CA.
There are some nice states with much lower cost of living, lower taxes, less expensive food, insurance, etc. Think about it.
