Is a SEALED INDICTMENT for a single person or does it refer to a crime which can imply the arrest of multiple people?

not interested in the content of the sealed indictments only interested in the numbers
the estimate in mid November 2019 was around
125,550
the estimate as of right now is at
562,500
given that the average count was somewhere between 5000 and 12000 before 2016 imo this indicates that the legal system is broken
AND therefor THE MILITARY needs to take over
