People don't give a shit - greed is the ultimate factor and less is better in the eyes of the buyer.

You see this in the decline of customer service, fulfilling obligations on contracts, and more. What seems to be in place is the programming/infrastructure that existed before all tech jobs were taken over for cheap dollars. And if you have to work in it, just try to get an IT problem fixed. The systems aren't maintained and the cheap labor doesn't know how to fix it.
