I think "track lost" is reference to losing the tracking they already had in place at that time to continue finding the ones out there responsible for improper communications among each other AS WELL as the customers of the cp shit. Good guys already had established means of tracking the flow of information, and upon the release and net disconnection, good guys lost their established ability to track the bad guys
then along comes Q and re-establishes tracking means while bolstering patriots to join in and put the bad guys to rest for good after establishing HQ's for Q ops as safetly as they possibly can in locations impossible for only really high up people to even reach
