The World Health Organization (WHO) said in an outbreak notice last week that some countries are reporting a resurgence in the chikungunya virus, which is transmitted via mosquitoes, and warned that the virus could spread further.

In a notice issued on Oct. 3, the U.N.-backed health body said that the chikungunya virus saw “a resurgence” in 2025, including in countries “that had not reported substantial case numbers in recent years.”

The disease typically produces symptoms including fever, muscle pain, nausea, fatigue, and a rash. But in rarer instances, it can cause debilitating joint pain that persists for months or even years, while patients who develop severe forms of the disease usually have to be hospitalized due to organ damage

As of Sept. 30, at least 445,271 suspected chikungunya cases and 155 related deaths were reported worldwide in 40 countries, according to the WHO.

“Some WHO regions are experiencing significant increases in case numbers compared to 2024, although others are currently reporting lower case numbers,” it said. “This uneven distribution of cases across regions makes it challenging to characterize the situation as a global rise.”

A medical helicopter crash on Monday evening in Sacramento, California, has prompted a federal investigation.

The Federal Aviation Administration (FAA) said the crash occurred on Highway 50 near Howe Avenue just after 7:00 p.m., ABC 10 reported on Tuesday.

The aircraft fell out of the sky onto the highway.

The three individuals onboard the helicopter were identified as the pilot, a nurse, and a paramedic. They were listed in critical condition after the crash and taken to local hospitals for treatment.

“No bystanders were injured. Fire officials said the REACH Air Medical helicopter had just offloaded a patient at UC Davis Medical Center and was flying back when it went down,” the ABC article reported. “Sacramento Mayor Kevin McCarty said about 15 bystanders stepped in to help firefighters before additional units arrived, assisting in rescue efforts.”

Smith was asked whether she had gotten any assurances that Ottawa would not trigger the federal backstop if Alberta’s industrial carbon price program doesn’t comply with federal regulations.

“That’s part of why we are having a conversation about how we adjust some of the programs,” Smith said.

“We want to maintain the carbon pricing at the provincial level,” she added, noting that her province has had carbon pricing since 2007 and that “it has worked for us.”

She said the province’s decision to freeze industrial carbon pricing at the current rate of $95 per tonne strikes a balance between maintaining industry competitiveness and encouraging investment in clean technology, but that “those are things that are open for discussion.”

She said she expects to reach an agreement with Prime Minister Mark Carney by mid-November on how Ottawa will address what she calls the “nine bad laws,” the federal policies she says hinder Alberta’s energy production. The Liberal government plans to rework its border security bill following criticism that its proposed sweeping changes could affect privacy and civil liberties.

Public Safety Minister Gary Anandasangaree gave notice in the House of Commons on Oct. 6 that he will introduce a new bill on borders and immigration as early as this week.

The new bill is titled “An Act respecting certain measures relating to the security of Canada’s borders and the integrity of the Canadian immigration system and respecting other related security measures.”

The Liberal government’s original border security bill, Bill C-2, was introduced on June 3 by Anandasangaree. It was intended to keep Canada’s border secure, combat transnational organized crime, stop the flow of fentanyl, and combat money laundering. Continue…

Calgary residents have seen their property taxes nearly double since 2016, making it the city with the highest tax burden in Canada, according to a new report.

Released on Oct. 8, the analysis by the Aristotle Foundation for Public Policy used Statistics Canada 2016 and 2021 census data to compare property tax rates “in absolute and relative terms” across major cities in each province.

It found that in those five years, Calgary’s “nominal” property tax rate, which is the rate given by each municipality based on assessed value, increased by 28 percent, resulting in the average annual property tax paid rising from $2,736 to $3,496. However, the authors argued that the “effective rate” of property taxes, meaning as a percentage of home value, needs to be taken into account as well. They noted that home values in Calgary dropped by 7.3 percent and the average household income declined by 13.2 percent during the census years studied.

“Therefore, taken together, Calgary’s total property tax burden rose 47 percent—almost double the increase of Saskatoon and more than triple Vancouver’s,” the foundation said in a news release. Continue…

Premier Doug Ford is promising to table legislation this month that will obligate publicly funded institutions and municipalities to prioritize Ontario-made products and services in response to the ongoing trade disputes with the United States.

The province will be pushing for a “Buy Ontario” approach when the legislature resumes in the coming weeks, Ford told reporters during an Oct. 7 press conference, saying cities, towns, and public agencies should prioritize Ontario bidders for public contracts.

The existing system in the province encourages publicly funded entities such as colleges or hospitals to give preference to local bidders, but other firms, including U.S. companies, can still secure contracts. Ford said his proposed legislation aims to strengthen the regulations, making it more challenging to do business with companies outside Ontario.

“When possible, let’s buy Ontario-made vehicles throughout the municipalities, no matter if it’s fire trucks or any other vehicles, personal vehicles, we need to buy them off Ontario-made companies,” he said. “So anything that’s made here in Ontario, when possible, let’s let’s see that.” Continue…

Ottawa’s recent call for limits on the notwithstanding clause poses a threat to “national unity” and signifies a disregard for the process that resulted in the establishment of the Charter of Rights and Freedoms, five premiers say.

The leaders of Ontario, Quebec, Alberta, Saskatchewan, and Nova Scotia are speaking out against the federal government’s appeal to the Supreme Court of Canada to impose restrictions on how provinces may use the notwithstanding clause.

A joint letter from Ontario Premier Doug Ford, Quebec Premier François Legault, Alberta Premier Danielle Smith, Saskatchewan Premier Scott Moe, and Nova Scotia Premier Tim Houston calls on Ottawa to reconsider its approach “and withdraw its written legal argument immediately” to preserve national unity.

“The federal government’s arguments represent a complete disavowal of the constitutional bargain that brought the Charter into being,” reads the Oct. 7 letter sent to Prime Minister Mark Carney. “The federal government’s position amounts to a direct attack on the foundational constitutional principles of federalism and democracy.”

Ford, who posted the letter to his X account on Oct. 7, said the government should focus on “fixing its broken bail system” rather than removing the “right of elected governments to make decisions for the people they represent.”

The notwithstanding clause of the Constitution allows provincial legislatures or Parliament to enact laws that can effectively supersede certain provisions of the Charter, with this authority limited to a maximum period of five years. Continue…

As the federal government seeks to amend the Citizenship Act, Conservative MPs have made an unsuccessful attempt to limit birthright citizenship, saying a decade of “misguided” policy has broken the consensus on immigration.

The House of Commons is currently reviewing Bill C-3, which aims, among other things, to ensure citizenship by descent is granted to anyone born outside Canada to a parent with citizenship. This would also extend after the first generation if the parent had a “substantial connection” to Canada before the child’s birth, defined as having spent 1,095 cumulative days in Canada.

The bill comes in response to an Ontario Superior Court ruling in 2023 that said imposing a first-generation limit on citizenship for many people, further to legislative changes made by the Stephen Harper government, is unconstitutional.

During a clause-by-clause review of Bill C-3 in the Commons immigration committee on Oct. 7, Tory MP Michelle Rempel Garner tabled an amendment seeking to remove the automatic granting of citizenship to individuals born in Canada.

More specifically, her amendment said citizenship would not be automatically granted if a person at the time of birth doesn’t have a parent who is a citizen, a permanent resident, or a bona fide refugee.

Rempel Garner said there’s an increased problem of birth tourism currently, as a large segment of the Canadian population resides in Canada on temporary visas. Birth tourism, the practice of travelling to another country to give birth, has been steadily on the rise in Canada in recent years, save for a hiatus during the COVID-19 period. Rempel Garner, who serves as immigration critic, said levels are 590 percent higher today than there were when Harper left office. Continue…
