I think that it's of very poor taste to issue a coin with a living person on it. And I believe that the rule does also apply to commemorative coins, too, and that it's OK if there are medals made (there are some US Mint issue medals with President Trump) but it's not American tradition to put the president on currency. And, yes, Commerative coins can be spent at face value so they are considered currency.
also Mr's Shriver's coin had to be approved by Congress and they specified the portroit, if my memory serves me.
perhaps the engravers of the coin were put off by having a living person on a coin, so they perhaps didn't flatter Mr's Shriver and made her look crinkly and not attractive.
