This is called an oligarchy. This appears most often in communist government that are well not allowed to have a signal leader. Yet it happens and they usually become dictators eventually.
They just do not use the royal title is all this way they can say it is for the “people.” Notice this is the theme of this organization they will say “the people” always in this aspect.
Even the “we the people” is being used in this aspect of communism to try to brain wash people as if there should be a communist up rising. This where it is elections to represent the people in their interest. Don’t like it elect other people next election this why they have re-elections in this country. That is the issue in aspects is they do not have much choice in other countries as far as political parties they seem to have faction but they all claim to be communist in these respect just versions of them in some controlling aspect of market military society and way to go about it it is like small details in this respect that are micro managed
