In fact, the Constitution limits federal powers, and anything NOT DECLARED specifically (enumerated) within it as a power of the federal government, is automatically a power of the states. The states got together to create the federal gov as a type of committee so they could work together, provide for common defense and good etc. If the constitution (nations charter) would be withdrawn, the states are still there in their fullness of law.
