That's about the time the NSF did a bogus study on lack of STEM students, which congress questioned but caved on anyway. That would appear to be the time the U.S. began educating foreign students and ramping up or beginning, the H1-B program- which helped undermine American tech workers and Americans to enroll in STEM programs.
Any connection between China and India on this?
