If you mean that the terroristic regime of Hamas would not exist without support from the Israeli regime, then yes.
If you mean that Hamas is a political reification of permanent ethno-religious victimhood, just like Israel, then that isn't quite right, since much of the appeal of ISRAEL to both Jews and non-Jews, lies in rejecting such victimhood.
