Had a friend, retired police who did that. I asked him why? He said because when he would see fucked up kids as a cop it was too late. You have to get to them before they reach the point of no return.
Resource officer is a intermediary between classroom and principal's office, so he got the kids when they were already in an emotional state. You can get a lot of info and background, which, if used wisely (as I'm sure you will) can unravel a lot of illegal circumstances.
