Most of the revenue (75%) is going to the provinces, and as other places have shown, there will be a short-term boost in revenue followed by a gradual slump since only a small fraction of users will be buying it after six months. (It's still more sensible than prohibition, and the scare tactics about impaired driving are mostly bogus, but there are already the Labatts and Molsons in place - Canopy and Aurora - and there will be even more market consolidation once US federal legalization eventually comes.)
